Most fresher hiring in India still runs through the same few metros, and competition for graduates there shows it: candidates juggle multiple offers, attrition after the first year is high, and living costs push salary expectations up. Why employers look beyond the metros

  • Cost: lower living costs mean a fair offer can be lower than the metro equivalent while still being attractive locally. This is not about underpaying; it is about paying what the local market considers good.
  • Retention: a graduate who can work in or near their home city often has fewer reasons to move on quickly. It is not guaranteed, but family, housing and commute all work in your favour.
  • Less competition per candidate: strong graduates in smaller cities typically see fewer serious offers, so a clear, prompt offer stands out.
  • Remote work is normal now: for many roles, the city the employee lives in matters less than their internet connection and their communication.

How to reach local talent

Metro playbooks do not always translate. What tends to work:

  1. Post with the city named in the title. "Accounts Executive, Nagpur (on-site)" gets more relevant applicants than a generic title. Say whether you want candidates who live there already.
  2. Contact placement cells directly. Smaller colleges often have fewer recruiters visiting and welcome employers who approach them. A short email with a clear role and CTC goes a long way.

Adjusting salary and stipend

Pay in tier-2 cities is usually somewhat lower than metro pay for the same fresher role, but the gap varies widely by role and industry, and in-demand skills (software, data) narrow it considerably. Some principles:

  • Benchmark locally, not against Bengaluru. Ask local employers, placement cells and your first hires what a good offer looks like.
  • Do not cut remote pay just because of location if the work is identical to what metro colleagues do. It creates resentment once colleagues compare notes.

A fresher from a smaller city may be less fluent in spoken English while being perfectly capable at the work. Decide what the role actually needs:
